Beggers are one of the poorest and the most harrassed section of the population, and yet the lack of interest in them is surprising. This recent study by Action Aid with beggars in the focus is welcome.

one shouls not always point out at the government inefficiency in order to curb the beggary rather must make sure at the grassroot level not to help promote the same. IT has now gained a vocation and its high time now that we must focus on the issue.
