Creche in establishments

Government is considering a Bill to require all establishments that employ women to have creches at the workplace. While the move is welcome, it might discourage smaller establishments from employing women, while at the same time re-enforcing the stereotype that taking care of children is the woman's job. A better idea would be to require it at any establishment where employees, male or female, demand it.
